The conscience is the ten commandments written on the hearts of man and is our moral law within. Romans 2:14-15 It is the capacity that is filled by the Holy Spirit and desires control at salvation. “Though every believer has the Holy Spirit, the Holy Spirit does not have every believer,” A. W.
